Message from the Dean
อาทิตย์ที่แล้ว อาจารย์เดินทางไปประเทศไต้หวันกับมหาวิทยาลัยมหิดล ประเทศไต้หวันเป็นหนึ่งในประเทศยอดนิยมของนักท่องเที่ยวไทยเพราะไม่ต้องขอวีซ่า ใช้เวลาเดินทางสั้นคือประมาณ 3 ชั่วโมงครึ่ง สกุลเงิน NTD ใกล้เคียงกับเงินบาทของไทย ทำให้สะดวกกับการจับจ่ายใช้สอย (100 เหรียญไต้หวัน=112 บาทไทย) นอกจากนี้ ไต้หวันเป็นหนึ่งในไม่กี่ชาติที่ GDP ยังเติบโตได้ในช่วงวิกฤติโควิด 19 มีการนำเทคโนโลยีเข้ามาจัดการควบคุมโควิดได้อย่างดีและมีประสิทธิภาพ ไต้หวันเคยเป็นเพียงผู้ผลิตและส่งออก Semiconductor ให้กับบริษัทเทคโนโลยีทั่วโลก และด้วยความคุ้นเคยกับการผลิตชิ้นส่วนอิเล็กทรอนิกส์มาอย่างยาวนาน ผู้ผลิตจากไต้หวันจึงเข้าใจ Ecosystem ที่จำเป็นต่อการใช้งานเทคโนโลยีอัจฉริยะ ส่งผลให้ปัจจุบันไต้หวันกำลังเป็นผู้เล่นหลักในแวดวงเทคโนโลยีทางด้านเทคโนโลยีปัญญาประดิษฐ์ (AI) และนำเทรนด์เทคโนโลยีแห่งโลกอนาคต
โครงสร้างของหลายหน่วยงานในไต้หวันที่เกี่ยวข้องกับการพัฒนาเทคโนโลยี มีการขึ้นตรงต่อกระทรวงหนึ่งๆ มีความร่วมงานกันในทุกภาคส่วน มีมหาวิทยาลัยที่มีชื่อเสียงอย่าง National Taiwan University (NTU) และ Kaohsiung Medical University (KMU) รองรับ รวมถึง Academia Sinica สภาวิจัยแห่งชาติที่สนับสนุนกิจกรรมการวิจัยในหลากหลายสาขาวิชา ทั้งวิทยาศาสตร์และสังคมศาสตร์ หรือ สถาบันวิจัย NARLabs (National Applied Research Laboratories) ที่มี platform ป้องกันภัยพิบัติอัจฉริยะ โดยสังกัดกระทรวงวิทยาศาสตร์และเทคโนโลยี ทั้งยังมีอุทยานทางวิทยาศาสตร์ทางตอนเหนือคือ Hsinchu Biomedical Science Park Innovation Center และทางตอนใต้ที่ชื่อว่า Kaohsiung Science Park การดำเนินการจัดตั้งอุทยานวิทยาศาสตร์ (Science Park) ของไต้หวันถือได้ว่าประสบความสำเร็จและได้รับความนิยมมาก โดยมีหลักการการบริหารจัดการพัฒนาเมืองและสภาพแวดล้อมให้น่าอยู่ทั้งสำหรับการทำงาน และการอยู่อาศัย มีสาธารณูปโภคที่ดี ได้มาตรฐานเพื่อรองรับผู้ที่จะเข้ามาลงทุนและใช้ชีวิตอยู่ในพื้นที่
ความร่วมมือระหว่างภาครัฐและภาคธุรกิจถือเป็นหนึ่งในปัจจัยแห่งความสำเร็จของไต้หวัน ภาคธุรกิจมุ่งเน้นในการพัฒนาทรัพยากรบุคคลและทักษะในการทำงาน เพื่อเพิ่มประสิทธิภาพในการผลิตและสร้างความสามารถในการแข่งขัน ขณะที่ภาครัฐมีการกำหนดยุทธศาสตร์ นโยบายในการพัฒนาภาคอุตสาหกรรมอย่างชัดเจน พัฒนาโครงสร้างพื้นฐานให้เอื้อต่อการบริหารจัดการ จัดสรรงบประมาณจำนวนมากในการลงทุนด้าน R&D เพื่อมุ่งเน้นการพัฒนาขีดความสามารถในการแข่งขันของประเทศ
เราจะเห็นว่ากว่าจะมาเป็นวันนี้ของไต้หวันไม่ใช่เรื่องง่าย ผ่านการคิด การวางแผน ในด้านโครงสร้างการทำงาน มีความมุ่งมั่นในการสร้างความร่วมมือระหว่างทุกภาคส่วน และสำคัญที่สุดคือความต่อเนื่องในการพัฒนาเพื่อการเติบโตอย่างยั่งยืนของประเทศ ทริปนี้มีอะไรอีกมากมายให้เราได้เรียนรู้และนำมาพัฒนา CMMU ของเราให้เติบโตอย่างยั่งยืนเช่นกัน พบกันใหม่ปักษ์หน้าค่ะ #OneCMMU
Last week I got a chance to visit Taiwan with Mahidol University. Taiwan is one of the popular countries among Thai tourists. This is because a visa is not needed, and a flight is quite short of only about 3.5 hrs. The NTD or Taiwan currency is approximately equal to Thai Baht (100 NTD = 112 Baht), making spending easy in Taiwan. Moreover, Taiwan is one of a few countries with the GDP growing even during the COVID 19 crisis due to its application of technology to manage and control the pandemic effectively and successfully. Taiwan once was only a producer and exporter of Semiconductors for technological companies around the world. Having the familiarity with the production process of the electronic parts for a long time, producers from Taiwan understand well the Ecosystem necessary for the use of AI technology. As a result, at present, Taiwan is becoming a major player in AI technology and is the leader of technological trend for the future world.
Many units in Taiwan are in charge of technological development. Each of these units report directly to its ministry, but they collaborate effectively, and operate under famous universities, such as, National Taiwan University (NTU) and Kaohsiung Medical University (KMU). Academia Sinica, or National Research Council, also supports their multidisciplinary research in science and social-science. Furthermore, NARLabs (National Applied Research Laboratories) under the Ministry of Science and Technology has a national AI platform for disaster prevention. There are “Hsinchu Biomedical Science Park Innovation Center” in the north, and “Kaohsiung Science Park” in the south. The way Taiwan manages the science parks is very successful and well-known for its principles of managing and developing a city and its environment conducive to living and working, with proper and standardized public utility to prepare for oncoming investors and residents.
The cooperation between public and private sectors is one of the most significant factors for the success of Taiwan. The business sector emphasizes the development of human resource and work skills to increase production efficiency and to build competitive capacity, whereas the public sector develops explicit strategies and policies for industry development, and improves infrastructure appropriate for big budget management and financial allocation for R&D investment to develop the competitive capacity of the country.
As we can see, before Taiwan arrived at today, it is not easy. The country had to go through a lot of thinking and planning on the work structure. Every sector is determined to work together. Most importantly, they persevere and continue to develop for the sustainable growth of the country.
